The period following the Second World War II (more than half a century ago) has seen an improvement in the protection of universal of Human Rights through the success is still being bogged down by several factors. The declaration was a precursor to other binding human rights conventions and agreements. The Convention on the Elimination of All Types of Racial Discrimination and the ICESR are examples. The declaration articulates the philosophy that human rights education empowers individuals to contribute to the prevention of human rights abuses through the building of a culture of human rights. Article 4 of the declaration acknowledges the preventative power of Human rights education through combating of discrimination, racism, harmful attitudes and practices as well as hatr ed (Elkins, Tom and James 50).
